1 Overall, Job Purpose

1.1 The Legal, Contracts, Local Content and CSR Analyst supports the Company’s legal, contractual, local content, and corporate social responsibility (CSR) activities for MODEC SENEGAL S.A.S.U the FPSO Operations and Maintenance (O&M) Contractor for SANGOMAR.

The role supports compliance with applicable laws, client contractual obligations, local content requirements, Company policies, and CSR commitments. The Analyst works closely with Operations, Supply Chain, HR, Finance, HSE, and external stakeholders to maintain accurate records, prepare reports, track compliance actions, and support the delivery of Company commitments.

2 Core Responsibilities

2.1 Legal and Compliance Support;

  • Assist with legal research on applicable petroleum, maritime, labour, immigration, tax, customs, environmental, and local content regulations.
  • Monitor changes in laws, regulations, licences, permits, and government requirements relevant to Company operations.
  • Maintain legal and compliance registers, including licences, permits, corporate documents, statutory filings, and key regulatory deadlines.
  • Support the preparation and review of legal correspondence, internal memoranda, presentations, and briefing notes.
  • Assist in coordinating with external counsel, government authorities, regulators, and other relevant stakeholders.
  • Support compliance with Company policies, including ethics, anti-bribery and corruption, conflicts of interest, sanctions, data protection, and whistleblowing.
  • Maintain confidential records relating to claims, disputes, investigations, audits, and legal matters.
  • Support internal compliance awareness initiatives and training activities

    2.2 Local Content Support:

    • Support the implementation and monitoring of the Company’s Local Content Plan and related client or regulatory commitments.
    • Collect, verify, and maintain local content data, including national employment, training, local supplier participation, local spend, and capacity-development activities.
    • Prepare local content reports, dashboards, presentations, and regulatory or client submissions.
    • Work with HR to monitor national workforce development, training, succession planning, and localization initiatives.
    • Work with Supply Chain to identify, assess, and monitor local suppliers and service providers.
    • Support vendor prequalification and maintain records of local supplier participation, performance, and development initiatives.
    • Assist in identifying gaps in local content performance and follow up on corrective actions.
    • Support engagement with local content authorities, industry associations, training institutions, and relevant government bodies.
    • Maintain clear supporting documentation for local content reporting, audits, and inspections.

    2.3 Ethics and Compliance:

    • Support the Company in implementing and monitoring the Company’s ethics and compliance programme.
    • Assist with compliance activities relating to anti-bribery and corruption, conflicts of interest, gifts and hospitality, sanctions, fraud prevention, whistleblowing, and data protection.
    • Maintain compliance registers, including training records, declarations of interest, gifts and hospitality, third-party due diligence, and compliance actions.
    • Support due diligence reviews of suppliers, contractors, agents, consultants, and other business partners.
    • Assist with compliance risk assessments and follow up on identified mitigation actions.
    • Monitor completion of mandatory ethics and compliance training and awareness activities.
    • Support the preparation of compliance communications, training materials, presentations, and management reports.
    • Assist with the review and documentation of potential compliance concerns, investigations, and corrective actions, under the guidance of Compliance officer.
    • Support internal and external compliance audits and maintain appropriate supporting documentation.
    • Escalate suspected breaches of laws, regulations, Company policies, or the Code of Conduct to Compliance Officer promptly.
    • Promote a culture of integrity, transparency, accountability, and compliance across the organization.

    2.4 CSR and Stakeholder Engagement

    • Support the planning, implementation, and monitoring of CSR initiatives aligned with Company values, stakeholder expectations, and local community needs.
    • Assist in developing CSR plans, budgets, activity schedules, and impact-monitoring tools.
    • Coordinate with local communities, NGOs, educational institutions, local authorities, and other partners in relation to approved CSR activities.
    • Support initiatives related to education, skills development, health, community development, environment, and local economic empowerment, as applicable.
    • Maintain records of CSR projects, beneficiaries, expenditures, approvals, photographs, reports, and impact assessments.
    • Prepare CSR communications, progress reports, presentations, and content for internal or external communication, subject to approval.
    • Support stakeholder engagement meetings and maintain records of commitments, concerns, feedback, and agreed follow-up actions.
    • Ensure CSR activities are conducted transparently, ethically, and in accordance with Company policies and approved budgets.

    2.5 Reporting, Governance and Administration

    • Prepare monthly and quarterly reports covering legal, contract compliance, local content, and CSR activities.
    • Maintain trackers for legal actions, contractual obligations, local content targets, stakeholder commitments, and CSR projects.
    • Support internal and external audits, client audits, regulatory inspections, and local content verification exercises.
    • Ensure records are accurate, complete, properly controlled, and readily available for review.
    • Identify recurring issues and support implementation of improvements to procedures, templates, trackers, and reporting processes.
    • Carry out other related duties assigned by the Manager or Management.

    3 HSSEQ Requirements and Code of Conduct:

    3.1 HSSEQ: Complies with the MODEC Group HSSEQ Code of Conduct as described in the HSSEQ Policies, the 14 HSSEQ Standards, and the HSSEQ Procedures to always protect people and the environment. Has a duty of care to ensure that all personnel work in a manner that is not harmful to their own health and safety and the health and safety of others.

    3.2 Compliance: Complies with the MODEC Group Policy Code of Business Conduct and Ethics and always expected training.

    3.3 Make manpower and financial resources available for the purposes of technical integrity assurance and, where appropriate “added value” training in safety and environmental protection.

    3.4 Ensure that Emergency Response capabilities are constantly maintained. Member of the Emergency Response Group.

    3.5 Encourage employee participation in areas of safety, environmental protection and technical integrity as per requirements of the Safety Case.

    3.6 Ensure all resources are available where required to efficiently ensure continued technical integrity of the MODEC FPSO/FSO.

    3.7 Ensure that a communication forum for HSSEQ exists.

    3.8 Ensure that training resources for HSSEQ are available.

    3.9 Encourage behavior observation systems.

    7 Qualifications & Experience

    7.1 Educational Qualification: Bachelor’s degree in Law, Business Administration, Contract Management, International Relations, Corporate Affairs, Social Sciences, or a related field.

    7.2 Certification(s): A qualification or training in contract management, local content, compliance, CSR, or project management is an advantage

    7.3 Training(s): Comply with the Training Matrix and Regulatory Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).

    7.4 Relevant Experience: Typically 3–5 years of relevant experience in legal support, contract administration, compliance, local content, CSR, procurement, or corporate affairs.
