2.1 Responsible for Export Tankers safe position keeping once Export Tankers is safely moored at FPSO. Monitor mooring system and equipment while Export Tankers berthed at FPSO. Supervision of Mooring Technicians during all mooring operations and offloading hose connection and disconnection. Coordination with Marine Superintendent on export operations planning, including Export Tankers scheduling; Export Tankers operations; All aspects of government and agent liaison; Partner requirements; Cargo discrepancies; Operational issues resolution.
2.2 Mooring Master shall have skill in the ship handling of large tankers and Offshore Marine FPSO operations. Ensure all marine operations conducted at FPSO are completed safely and in compliance with the MODEC Safe Operating Procedures. Take a proactive role in safety and environmental management consistent with ISGOTT, OCIMF guidelines, applicable maritime regulatory requirements and accepted industry standard for safety and environmental practices. Avoid/ Monitor pollution under control measures; monitor discharges from offload Export Tankers, Harbor Tug and Bunkering Vessels; if unplanned discharges are identified, halted where possible, and reported according to policy, procedure and regulation.
2.3 Mooring Master will exhibit exemplary marine skills and safe behavior and he will specifically ensure that all relevant mooring operations and associated marine activities are performed safety and in accordance with local and maritime regulations and Company operational procedures. Ensure that associated administrative duties are performed in a timely manner.
2.4 Report directly to OIM onboard. Assist the OIM with the administration, planning and requirement of Class and Flag Surveys to ensure the unit is always following all relevant regulations. Full expertise in management and maintenance routine for mooring devices/equipment. Mooring Master participates in incident investigations related to Offloading and his activities. Manage Offloading and bunkering. Heading Control, Position keeper (DGPS), Berthing, Mooring, Cargo Loading/Unloading and decommissioning activities. Implement/ review operational and safety procedures (including Risk Assessment) for Offloading and his activities.
2.5 Contribute to the control of critical situations and respond to emergencies: Manage emergency response with due regard for safety of personnel, FPSO and environment to the limit of your responsibility with respect to offload operations. Demonstrate knowledge and awareness of potential emergency scenarios with respect to offload operations. If requested, assist in the management of emergency response training and exercises ensuring they are conducted effectively and in accordance with requirements with respect to Offloading operations. Contribute to effective analysis of exercises.
2.6 Ensure the Operation Reliability and its performance, regarding to the Preparation and Execution Plans, and guidelines of the Marine, Flag and Class Compliance coordination, by controlling the execution, monitoring results, performing proper root cause assessments, and providing technical review/recommendation and required resource if needed. Moreover, promote excellence in Marine Equipment inspections and repairs (e.g., steam boiler, cargo oil pump, inert gas system, diesel Generator etc.) improving inspection plans, daily follow-up of inspections, check of documentations) to capture all existent anomalies.
2.7 Monitor, support, and evaluate the development of technical recommendations or actions plans to meet the Operations needs and feedbacks of the technical management, Fleet maintenance support and Operations areas.
2.8 Assist fleet to perform improvement and safety by designating Technical Authority to analyze MOCs, TQs, NOIs, and perform RCA/RCFAs etc., based on its level of complexity and risk, and assuring consistency of deliverables and validating its implementation to support the operation team.
2.9 Contribute to CMMS governance by providing technical recommendations regarding hierarchy, Job Description, and maintenance plan.
2.10 Contribute to the effectiveness of process safety barriers to maintain the facility's operation within ALARP level by monitoring and managing his/her proficiency and providing technical recommendation if it is needed.
2.11 If requested, participate in risk analysis workshops and safety reviews, to contribute with Class Compliance, Marine Operations and Plan & Control expertise and support the Operations team.
2.12 Embarkations on FPSO or on the vessels will be required for these activities. Basic Safety Training Requirement will be requested.
2.13 Assist to safeguard MODEC from noncompliance to technical specifications and/or standards (adherence to the internal Guides and CMMS application of routines) giving assistance to plan and coordinate periodical internal audits in MOSEN Fleet to identify nonconformities, procedures deviations and provide technical recommendations or corrective actions plans regarding the coordination's scope.
2.14 If requested, assist the organization in the external audits providing the necessary clarifications regarding Class and Flag Compliance and the required evidence related to its standards.
2.15 Coordinate execution of marine inspections and recommendations that effectively ensure the correctness and / or mitigation of failure mechanisms of the controlled structures through the evaluation and approval of inspections carried out.
2.16 Assist to Marine Superintendent to develop and apply methodology to reevaluate the management system to assure continuous improvement of Class and Flag Compliance and Marine management system.
2.17 Mooring Master Contract, embarkation plans, and work assignment is supported by the Operations Manager. Provide evidence to ensure his/her own qualification and compliance with the Marine Integrity Guides and its related Responsibility.
2.18 If requested, support Marine Superintendent in the recruitment, selection, training, and competence assessment of human resources, by providing candidates and information about technical expertise regarding to support the elaboration of documentation and training program based on operations experience.
2.19 Overseeing the marine activities and equipment on FPSO to ensure their quality and integrity.
2.20 Act as liaison between vessels' captains and marine personnel to ensure that schedules of marine activities of Tankers, Offshore Support Vessels, Bunkering Vessels, and Harbor Tug are operated safely and efficiently.
3.1 HSSE: Act in compliance with the corporate HSSEQ Management System Policy, the MODEC Life Saving Rules, and the policies, guides, process standards and work instructions available in the Integrated Management System (IMS). Act to promote the preservation of the environment, the health and occupational safety (personnel and their team), the safety of processes, and the preservation of assets in their scale of responsibility.

6.1 Elevate the conscious of teamwork related to the Class exposure risks, the importance of safe marine operations, and execution of operations and maintenance following the Marine Integrity Corporate Guides due to its complexity that can directly affect assets availability, maintainability, safety, and integrity.
6.2 Maintain good communication channels with Authorities to liaise efficiently on Regulatory issues and solving problems properly and with efficient timely manner due to the importance of maintaining Class/Marine Certificates.

6.4 Ensure the communication and alignment with offshore crew and their needs due to physically remote distance among many offshore units (IMO STANDARD MARINE COMMUNICATION PHRASES (SMCP)).
7.1 Educational Qualification: Previous Certificate & Seagoing Service: meet requirements for certification as an officer in charge of a navigational watch on ships of 500 gross tonnage or more and have at least 36 months approved seagoing service in that capacity; however, this period may be reduced to not less than 24 months if not less than 12 months of such seagoing service has been served as chief mate. Additional STCW 2010 Requirements: knowledge of offshore FPSO or FSO operations, including to attended Tandem berthing for offloading; knowledge to attend Management of Major Emergency; knowledge of electronic chart display and information systems (ECDIS) to maintain the safety of navigation; knowledge of bridge resource management; application of leadership and managerial skills; contribute to the safety of personnel and ship; Maintain safe navigation through the use of information from navigation equipment and systems to assist command decision making; seagoing service has been served as chief mate.
7.2 Certifications:
Certificate of Competency as Master. Have completed a period of approved education and training and meet the standard of competence specified in STCW section A-II/2 of the STCW Code for masters on ships of 3,000 gross tonnage or more. Certification for FPSO Marine Superintendent is expected.
7.3 Trainings: Complies with the Training Matrix and Regulatory and Required by Modec Training Management Procedure, available in the Integrated Management System (IMS).
7.4 Relevant Experience:
Minimum 10 years of overall experience is expected. Previous experience in Marine Operations and Classification Society is mandatory. Previous experience in Marine/Offshore/Onshore Oil & Gas area is mandatory. Previous experience in a leadership position is a competitive edge.
